AEP Program Director

The Adult Education program serves approximately 400 adults a year through an array of comprehensive adult education services including free or low-cost English for Speakers of Other Languages classes, individual and group tutoring, civics and citizenship education, computer literacy, educational counseling, and advocacy.  

The Program Director reports to the Deputy Director and is responsible for the overall operation of the program, including ESOL classes, curriculum development, a volunteer tutoring component, and special projects.  The Program Director is responsible for staff hiring, supervision and evaluation, program planning and development, grant proposal and report writing, fiscal management, meeting state and local regulatory requirements, record keeping and regular reporting, working in coordination with BCNC programs and staff, and representing the program and BCNC externally.  

Responsibilities

45%   Program Management/Planning/Development

Plan, develop, implement and oversee a classroom, tutoring and other supporting adult educational programming in a community-driven agency.  Working in partnership with the staff, continually assess and evaluate program strategy, quality and outcomes to ensure responsiveness to participant needs.  Stay abreast of and apply best practices from the adult education field.  Establish and maintain systems for measuring program performance and ensure data collection, management and utilization in program planning.  Generate new ideas and take program lead in developing, securing, implementing and reporting on grants and other contracts.  Form policy and procedures to meet regulatory and funding guidelines.  Oversee student enrollment.  Respond to specific tasks while maintaining overall program quality.

30%  Staff Supervision

Recruit, hire, train and manage direct staff reports.  Set and manage staff performance targets, with an emphasis on staff development and learning.  Conduct staff and supervision meetings.  Ensure staffing requirements are met and managed. 

15%  Fiscal Management and Compliance

Design, analyze, and monitor budget in partnership with the director of finance.  Oversee contracts and ensure compliance with funding requirements and/or regulations.  Prepare and submit funding reports and requests.

10%  Internal/ External Coordination and Collaboration

Initiate and implement collaborative activities and services with other BCNC programs and external community partners.  Participate in internal meetings and special committees.  Represent BCNC, and advocate in provider, community and funding networks.

Requirements:

-          B.A. required in ESOL, education, human services or related field; Master’s degree preferred.

-          Five years professional experience, preferably with a combination of teaching and educational administration and supervision experience.

-          Two years experience in adult education field.

-          Demonstrated understanding and experience with varied adult education models including vocational education, workforce development, and traditional ESOL environments.

-          Experience with adult immigrant populations.

-          Experience with grant writing, program evaluation and budget management preferred.

-          Excellent verbal and written communication skills.

-          Demonstrated leadership ability with strong yet flexible analytical and problem solving skills.

-          Strong organizational and interpersonal skills.

-          Self -disciplined with an ability to meet multiple deadlines.

-          Ability to work in and build a team environment.

Experience working with language minority groups.
